No. The plate is the ticket - the camera records the entry, and the fee is calculated automatically on exit. There are no ticket machines, no consumables and none of the classic lost-ticket problem.
The system has a configurable exit window after payment - for example 15 minutes. A customer who has paid at the pay station has time to reach their car and leave without being charged again.
Yes. Tariffs are set by time window and by day of the week - an hourly daytime rate, a flat night rate, a separate weekend rate - with a priority for which tariff applies when they overlap.
